Mining sites have many unique hazards from silica dust and conveyor belt hazards to falls and mobile equipment hazards. It is vital that all employees and contractors at mine sites have appropriate training to ensure they can recognize hazards and prevent incidents. Due to the many hazards present at mine sites, MSHA has strict requirements for safety and health training.
Every company who employs miners, including contractors who work on mine sites, is responsible for providing comprehensive training. MSHA mandates that all training be clearly outlined in your company’s Training Plan. A Training Plan includes all training that is required for miners, from new miner training and new task training to site-specific hazard awareness training and annual refresher training.
For MSHA Part 46/48 Annual Refresher Training, it is required that workers receive a minimum of 8 hours each year. Any changes at the mine site must be covered during this training to ensure that employees understand any new potential hazards. Additional safety topics will be outlined in the Training Plan and posted at least 2 weeks prior to training.
MSHA Part 46/48 Annual Refresher Training is required for all miners and contractors working at a mine site who have completed their MSHA Part 46/48 New Miner Training. Training must be completed according to your company’s Training Plan and must be conducted by instructors who are listed as “competent persons” in the Training Plan or be an MSHA Certified Instructor.
n Virginia, all miners must be certified by the VA Department of Mineral Mining as a General Mineral Miner. In addition, MSHA requires 24 hours of New Miner Training (of which the GMM training can be a part). Once that has been completed, employees must receive 8 hours of Annual Refresher Training every 12 months. The only topic required in the Annual Refresher Training is reviewing changes that have been made at a mine site that may affect the miner’s health and/or safety. All other topics will be listed on the Training Plan.

MSHA Part 46/48 Annual Refresher Training is important because it provides updated safety information on your mine sites and refreshes your workers’ understanding of common hazards. Hazards on a mine site are unique when compared to typical construction sites (e.g., conveyor belts and rock falls). Through the MSHA Part 46/48 Annual Refresher Training, your workers will know how to identify mining hazards and help prevent incidents from occurring.
In addition to mining hazards, Annual Refresher Training also addresses areas of focus that are relevant to your project, such as Fall Protection Competent Person or First Aid/CPR. MSHA has strict training requirements because mining operations can rapidly become dangerous. If your miners and contractors’ training is not up to date, they will be removed from an MSHA site by an MSHA inspector or the mine operator. By keeping your workers up to date with their safety training, you can prevent serious incidents, losing work due to noncompliance, and costly fines.

MSHA Part 46/48 Annual Refresher Training lasts a minimum of 8 hours and may go longer depending on the topics outlined in the Training Plan.
